rural development, political ploy (opposition)
1)The several objectives of Rural Development are :
-Government takes the necessary actions to eradicate the poverty in the rural area. the politician also play roles in giving aid and help to the poorer and they have no intention to play ploy tactics.
2)Welfare of society
-Government provide various facilities and programs to improve standard of living in the rural area. for example, MARA, MADA, FELDA, FELCRA and so on. this facilitative is to reduce the gap between the rural and urban area.
3)To utilize the resources
-As we known, the rural area bull with natural resources and raw materials. then, in order to utilize the resources, the rural area must be develop first. for example, timber, mine and bauxite.
From all the objectives of the rural development,we can emphasized that rural development is not a political ploy but it is the government efforts and initiatives to develop the rural area. the government provide various infrastructure for society needs and not for political interest in the country.

Too focus on informal sector
The informal sector is economic activity that is neither taxed nor monitored by a government and is not included in that government's Gross National Product (GNP) as opposed to a formal economy. The government cannot collect the tax from them to increase the government income.
eg ; Majority the people in Republic Congo just worked for themselves and their families like farmers. They did not any chances to develop the country because the government unable to provide the facilities for job opportunities
Social obstacles
Selfish attitude in society
- Unaware about the poor people in surroundings
- rich ignore the poor
eg : Many people in Kalimantan, Indonesia came to Malaysia just want to find job opportunities to develop themselves. The government ignored about the poor people in rural area and just focus in urban area like Jakarta.
War
- People cannot develop because the war. People and also country take a long time to become stable as usual.
eg ; The people in Palestine can not develop because all the facilities damaged because of war. So, it is hard and difficult for them to survive and have the problems to increase the opportunities in social in terms of education, health and so on.

Teacher's Note - TEST
Because of BTN, I've to reschedule your Test 1. I've decided the test will be held as follows:
- AMD6PA - Tuesday (Feb. 17th, 2009), KARAH 10/3, 10.15am - 12.05pm
- AMD6PB - Thursday (Feb. 19th, 2009), 12B1, 12.15pm - 2.05pm
- AMD6PC + AMD6PD - Monday (Feb. 16th, 2009), 8C, 4.20pm - 6.10pm
Thus, for this coming Monday, AMD6PA and AMD6PB can have more time to study because your test will be held as scheduled.
Only AMD6PC and AMD6PD will take the test on that day.
Those from AMD6PC and AMD6PD who has problem taking test on the mentioned day, please notify me by or before Sunday (Feb. 15th, 2009 - 10am) so I can prepare the things accordingly.
The test will covers all chapters i.e. chapter 1 - 4, and don't forget Vago's chapter 6 and 9.

Teacher's Note - Public Announcement
Hi and welcome back to class.
As I browsed your blog and read and commented on them, I noticed some common pattern of answer, 1) where you have the tendency to simplify your answer that sometimes I couldn’t find any relevancy to point discussed before it; 2) having so much unnecessary facts and details that making readers fell like reading a textbook.
Even though a blog entry should be short and simple, you don’t have to discount many of your words and make your argument everywhere. You don’t have to write an essay for that matter, but try to use concise word to articulate your point.
For those who love to back up their answer with all facts and data (as if we really want to know!), you too need to be concise and precise in choosing your words so that your entry doesn’t dazzled me … you know how much I hate to scroll the whole page just to find your main point at the end of your entry!
It is a waste when you come out with such a good point but having discussed it on the surface or lace it with unnecessary ‘ornament’ …
Try to be concise and precise and at the same time keep it short and simple.
On other words … briefly elaborate your point in detail – if you know what I mean.

Components of change related to this issue are...
1)IDENTITY OF CHANGE:
-This pre-marital HIV screening is firstly done at Johor in 2001. According to Cawangan Penyakit Bawaan Vektor Negeri Johor, marriage application in Johor rose 2.8% in 2004 compared with 2002. This programme shows that it had partly contributed to public awareness against HIV and also shows that the couples are more confident to marry their partner.
2)LEVEL OF CHANGE:
- It includes all level of the society which are differ in age, status, sex andso on especially for the muslim couples whose getting married.
3)DURATION OF CHANGE:
- Johor was the first state starts to apply this programme in 2001.
- It then was followed by a few states like Sarawak, Kelantan and Selangor then in 2009 it was mandatory to all states in Malaysia.
- It was defer from each state
4)MAGNITUDE OF CHANGE:
- It was comprehensive
- Acccepted by all muslims but not by non muslims
5)RATE OF CHANGE:
- It was slow but continuous change throughout the states
- It can be seen by the enforcement made by the government to all states
SOURCES/ VARIABLES OF CHANGE...
1)IDEOLOGY:
- The government have think positively and come out with this HIV screening test on how to reduce and curb the HIV risk behaviour among the couples and for those who wants to get married.
2)TECHNOLOGY:
- The technology that Malaysia has nowadays make the public and society feel confident and safe to go to any government hospitals or clinics to make HIV screening test.
- It also lesser in term of time, procedure and no payment is needed.
3)STRUCTURAL STRAINS:
- Different opinions between parents and their children that will getting married had caused the conflict. This is because most of teenagers afraid to go for HIV test.
- The conflict also arises between the spouses that their children had been found positive to HIV.
- Other than that, there is also case which the person faced his own conflict because he found to be HIV positive for no reasons or fault. This will lead to the structural strains.
This issue was plan by the government. The justification is because, the government had done something which is very useful to the teenagers, parents, future husband and wife and for the whole society. This program done because of the high rate of social problems as well as HIV infection among them. This program will make sure that the Musims couples are safe and healthy enough to get married.

The political situation in Malaysia during 1960s especially in terms of people participation in politics, we say that the results of 13th May 1969 riot, people getting away and involve in the politic.
For the first view is the participation of people in third general election (10th May). Malays were aware and become consciousness and also try to avoid from being sweep away from their own land birth. Malay participate in politic to protect their land and language with shows strengthening effort in striving the right as aborigines of Tanah Melayu. The serious participation by the Chinese in the election give a big impact to Malays. Furthermore, they win in that general election and make Malays began to feel very threatened. They were only hoping to dig on to their political power. The racial riot that called "tragedi 13 Mei" became an eye opener to the leaders and hence, the formulation of NEP.
The next answer are..
Urbanization is the physical growth of rural or natural land into urban areas as a result of population in migration to an existing urban area. There are several impact of urbanization.
Actually, effects include change in density and administration services. While the exact definition and population size of urbanized areas varies among different countries, urbanization is attributed to growth of cities. Besides, increased number of illegal trading. The influx of immigrants and the big population has lead to a increased number of the trading activities.
As the number of application for trading and hawking licenses increases, the number of illegal trader or those trading without license are also on the risk.
Second impact that can be relate to development administration is increased number of illegal squatters. Because a lot of people immigrant to the city, so the needs are also demanded especially demand of residential houses and this can cause the exceed supply. Then, the number and size of illegal squatters increased due to unable to buy because limited resources or the price of the houses are beyond their means.
Last impact is increase demand for better quality of life because of the city grows. So, the government have to provide for improved infrastructure,high quality housing need and sustainable development of environment.

A civic society, also known as a “civil society”, is a collection of organizations and institutions with a civic or social skills that works together in a way that the government cannot or will not. These groups work together on a voluntary basis in order to effect civic and social change and to improve the lives of the people. Generally, but not always, the members of a civic society are non-profit organizations and are not linked with the established government.
Civic societies include community-based organizations, community foundations, non-governmental organizations (NGOs), civic clubs, programs that develop community leadership, some kinds of unions, social clubs, academic institutions, charities, environmental groups, and cooperatives. Oftentimes, these organizations will work together to host civic events, plan programs for civic change and development, and cooperate to help one another achieve civic goals.
The functions of civic society is to help and assist the government sector. NGOs also is an organization which helping to persuade the government to fulfill their demands. Other than that, they will pressure the government so that the government will heard their opinions.
The example of civic societies are MAKNA and SUHAKAM. MAKNA (Majlis Kanser Nasional or the National Cancer Council) is a not-for-profit social enterprise mainly tasked to pool and utilize every effort, expertise and financial aid from every faction of society, and to fight cancer and reduce the related pain, suffering and morbidity that cancer patients and their families often experience. MAKNA has collaborates with various higher learning institutions. They also provide scholarship for the students and this will help the students graduated well and hence work with the government. Here, the government competency can be increased.
The other example is SUHAKAM. The functions are to protect the human rights of Malaysians from abuses of power, as in the threat to use the Sedition Act to stifle fair and legitimate criticisms of government policies. Here, SUHAKAM will critics all the actions and decision made by the government and this will increase the competency of the government itself. Other than that, they will give advice, assist the government sector, receive the report from the public and investigate all the problems arise.

Defined in the strictest of terms, privatization means the sale of public utilities to private concerns. In the broader sense of the term,privatization is the contract operation of a public utility or service by a private entity.
Privatization is an opportunities abound to offer to manage public services with a close eye on cost and efficiency. It is for the better performance of needed services at lesser cost.
Besides that, private firms have more flexibility than governmental units to use part timers to meet peak periods of activity, to fire unsatisfactory workers, and to allocate workers across a variety of tasks. Moreover, critics of municipal governments argue that they are less likely to reward individual initiatives or punish aberrant behavior when compared with their private sector counterparts.
In terms of competition, private owners have a strong incentive to operate efficiently. If private firms spend more money and employ more people to do the same amount of work, competition will lead to lower margins, lost customers, and decreased profits.
Lastly, the existence of private sector will create job opportunities for the affected public employees or give them hiring preference. Governments often hire minorities in larger proportions than other workers.Thus, if government size is reduced, relatively more minority workers are likely to lose their jobs. so, this the function of the private sector.

In overall aspects of development in a country, we choose economic sector to be given more emphasis right now rather than social and politic. This is because, economic is necessary for harmonize and stabilize the country. For example, if the economy situation is unstable, the political situation will also be affected as nowadays, the opposition parties try to crush and use the unstable economic issue to ruin the government. Other than that, the crush may also occur within the government itself because of the power greediness.
On the other hand, if the economy situation is getting worst, it will affect the social life. The best example is the increase of unemployment and criminal cases in the country.
These two examples show that the political and social situations are depend on the economic stabilization.
The case that can relate to this argument is the case between Tun Dr. Mahathir Mohamad and Datuk Seri Anwar Ibrahim who had been dismiss from being the Deputy Prime Minister on 1998. If you alert and read deeply about this case, it was actually because of the economic problem and not because of the politic. As we know, there was an economic crisis in Malaysia on that time. Both of them have different opinion and decision in order to stabilize the country’s economy. Mahathir prefer a credit expansionary policy aimed at stimulating the economy and preventing it from sinking into recession. So, the lowest interest rate can be imposed and business can run smoothly. On the side of Anwar, he suggests cutting back on expenditure and imposed a credit squeeze. The maintaining of the reasonable high interest was one way of checking capital flight. The different of opinion between them caused split and affect their relationship.
Still confused with our arguments??? Can you think logically if the politic and social are unstable in the first world nations, are they affect our Malaysia politic and social situation? Of course not… But once the economy situation in those developed country is unstable, it will sure affect our economy situation too.
